Richard Cory theme/tone

The theme is that no matter how rich you are doesn't necessarily mean you are happy . Money doesn't buy happiness. The tone of this poem seems to be jealous because it says " to make us wish we were in his place " which is saying " damn why can't I be as rich as that man " they are jealous because they aren't rich .
